An aspect of the coin flip discussion seemed to center on working within the 23 constraint. It seems that people often consider it optimal to play exactly 23, that is, to max out.
Is this a typical strategy? There are teams that can't get to 23, clearly, but aren't there times when it's better to match a strong 3 vs. a 3, say, even though a 4 is available under the 23 rule?
I guess it boils down to how people perceive the likelihood of a player beating a player with a lower number -- that is, the degree to which the handicap system levels the playing field. For example, will a 6 beat a 5, on average, more than 50% of the time?
